Parking Rules/Regulations

Whereas Article II of the Articles of Incorporation of the Gentry Homeowners Association, Inc. ("The Association") provide that the Association shall have the power and authority to conduct all activities and perform all responsibilities relating to the operation, maintenance and development of the community facilities and services within the Property, as the same as more fully set forth in the Declaration; and
Article IV, section 3 of the Declaration, provides that ownership of each Lot shall entitle the owner or owner(s) thereof to the use of automobile parking spaces and empowers the Board of Directors to the Association to adopt additional rules and regulations; to regulate parking within the community; and
Article, VII, section 2 (3j) of the Bylaws includes in the Board of Directors duties the power to establish rules and regulations as authorized in the Declaration; and
Now, therefore, the following rules and regulations were adopted at a regular meeting of the Board of Directors, held April 12, 2005. They were approved by a unanimous vote and these regulations will supercede all prior parking policies.
REGISTRATION
- All residents of The Gentry are required to register with Gentry Homeowners Assoc. all regularly parked vehicles and display a Gentry parking sticker on their vehicle (automobiles and motorcycles inclusive). "Regularly" is construed in this document to mean parked overnight between 2 AM to 6 AM. Also the car must be used or owned by the resident and registered in the state of Maryland (unless active military or a temporary resident as defined by Maryland Motor Vehicle Admin.).
- Each unit will be entitled to up to TWO Resident parking stickers and ONE guest pass. The guest pass has the owner's unit number on it.
- Change of Vehicle Registration: Residents are required to notify management within seven days of change. A fee of $15.00 per new registration will be due in advance. Lost stickers are to be reported immediately and the replacement cost of $15 to be paid in advance.
- Resident Parking Stickers are to be permanently affixed to the left side of the rear window and to the rear fender of motorcycles. Guest passes should be hung from the rear view mirror.
- If the unit is rented, it is the responsibility of the homeowners to have their tenants properly registered upon occupancy.
PARKING REGULATIONS
- Each Gentry unit is assigned one "Reserved and Numbered Parking Space. An identification number is assigned to all RESERVED parking spaces; that number is different from the corresponding house number. Residents may control which registered vehicle or guest vehicle may use their parking space.
- Unmarked spaces are for any vehicles owned by residents or for guests. A guest is defined as a person staying in the Gentry with the permission of the lot owner. A guest pass cannot be used to store friends' cars that live elsewhere.
- A vehicle may not remain parked overnight (between 2 to 6AM) in the Gentry without a parking sticker or a guest pass.
- No inoperable vehicles or any vehicle without a valid tag shall be kept in any space.
- Except for bona fide emergencies, there shall be no repair or maintenance of vehicles allowed on property. (Washing of vehicles is the exception).
- No parked vehicle may be of such size that it extends beyond the length of the parking space or protrudes over the sidewalk area.
- Front or rear bumpers should not extend over the edge of the curb.
- Vehicle parking is restricted to marked spaces. Parking along red-painted curbs or in the pool road is prohibited.
- Double parking is prohibited.
- Commercial vehicles with equipment or ladders attached are not allowed.
- Trailers or any trailed vehicles are prohibited from being parked in any space except briefly for loading and unloading.
- No motorized vehicles are allowed onto the common grounds or grass areas at any time.
- Guests that do not stay overnight do not need passes; however, they must park in unnumbered spaces.
ENFORCEMENT
The Gentry has entered into a contract with a local towing company to aid with the enforcement of parking regulations as explained below.
- No vehicle is allowed to park overnight (2 to 6AM) without a parking permit or a guest pass. Any vehicle without a proper pass will automatically be towed.
- Vehicles parked in red line areas (this includes the pool road) or double-parked will be towed with no prior notification.
- Residents to whom the numbered reserved space is assigned have the right to have an unauthorized vehicle removed from their space. They may call the management company and give them the parking space number and description of the offending vehicle.
- For other violations of parking rules, the management company has the authority to have the vehicle towed without prior notification.
All towing is done at the vehicle owner's risk and expense.
NOTE: All residents are responsible to inform their guests and visitors that the community has an assigned parking space policy in effect. Unless you are permitting your guest to park in your assigned space, you should direct them to park in ONLY THOSE SPACES THAT ARE UNNUMBERED.
